The report ‘The time for a leap in language planning for public employees: models and proposals’ is available.

 

The new rulings on linguistic profiles in selective procedures for access to the civil service have revealed the weakness of the regulatory foundations on which the language planning model of local, regional and autonomous administrations is based. The decree recently issued by the Basque Government does not solve the problem.

For this reason, Txillardegi Gogoeta Gunea, in collaboration with Kontseilua, organized a day of reflection in which proposals were put forward to safeguard the legality of linguistic profiles in access to the civil service and to provide legal certainty to the procedures for the standardization of the use of Basque.

Professor Iñigo Urrutia presented a proposal to tackle the current situation in the BAC. This proposal has been taken up by Euskararen Kontseilua and we hope that it will serve to fuel an essential debate in the coming months.

NEW SESSION OF THE CITIZENS' ASSEMBLY OF GIPUZKOA, ON 15TH JUNE

On 15 June 2024, representatives of the Gipuzkoa Citizens’ Assembly on Climate and the Rural Environment met with representatives of the Provincial Council of Gipuzkoa and presented the actions carried out in the implementation of the recommendations and answered questions.

In the morning, they visited a producer in the primary sector in Gipuzkoa and then had lunch together. The main objective of this meeting was to follow up on the commitments made by the Provincial Council of Gipuzkoa.

Organised by the UEU Udako Euskal Unibertsitatea, the Iratzar Foundation and Udalbiltza under the title ‘Elkarrekin hobe? Malen Dominguez Zabala, Project Coordinator of the laboratory, has participated in the course ‘The articulation of the Basque territories’.

The Laboratory’s Project Coordinator, Malen Dominguez Zabala, shared the Naziometroa data in order to be able to trace the possibilities of work.

Urko Aiartza Azurtza, Director of TMeLab, took part in the opening ceremony of the UEU summer courses.

The theme of the UEU’s inaugural event was precisely ‘the legal status of the Basque language in the Basque Country, the situation and opportunities’. In it, Urko Aiartza referred to the great challenges of the normalization of the Basque language in times of systemic transformations and predicted that we are heading towards a perfect storm.

Iñigo Urrutia attended the course ‘Basque, law and justice: current situation, problems and challenges’, organised by UIK and the Provincial Council of Gipuzkoa.

He discussed the impact of jurisprudence on languages in public institutions and on citizens since the 1978 constitution. Iñigo Urrutia drew up a proposal for dealing with the latest rulings from the perspective of the BAC civil service.

At the Hybrid European Democracy Festival, the characteristics of the Citizens' Assembly designed by Deliberativa, Arantzazulab and TMeLab for IHOBE have been presented.

Arantzazulab presented the Energy Transition in the Basque Country and the Basque Citizens’ Climate Assembly designed jointly by Arantzazulab Deliberativa and TMelab for IHOBE within the framework of the Hybrid European Democracy Festival.

The TORRE OLASO FOUNDATION has appointed its new Presidents and Vice-Presidents.

On 25 June, the renewal of the Board of Trustees of the Olaso Tower is awarded. After six years of presidency, Iratxe Esnaola has passed the baton to Irati Jiménez. The Board of Trustees also appointed Maite Aristegi as vice-president. Iratxe Esnaola will continue as a trustee and as a member of TMelab’s management team.

 

Irati Jiménez Uriarte (Mundaka, 1977) is a journalist and writer. A member of the digital project Deabru eskola, she has written several novels, short story collections and essays such as ‘Bat, bi Manchester’ (2006, Elkar), ‘Nora ez dakizun hori’ (Elkar, 2009), ‘Atsekabe zaitut’ (Txalaparta, 2010), ‘Zure Bonnie, nire Clyde’ (Txalaparta, 2010) and ‘Begiak ireki izue’ (Elkar, 2021). For the latter he was awarded the Euskadi Literature Prize 2022.
