Barometer on Sovereignty

Questions of independence and the need to create a sovereign state have long been the subject of political debate in the Basque territories, however public opinion regarding this, and other related matters remains unclear.

Naziometroa was established to take the public temperature on Basque Sovereignty. Rather than a one-off or occasional measurement, this is envisaged as an annual barometer that analyses trends in public opinion over time.

NAZIOMETROA IS

Naziometroa aims to:

– Measure the desire for independence.

– Determine the main reasons for independence.

– Determine the main reasons for unionism.

– Assess public opinion of the formation of a republican state, which would unify all territories of “Euskal Herria” (i.e. North Basque Country, the Basque Autonomous Community and Nafarroa) .

– Identify the underlying motivating factors (e.g. economic, political, social ) that might be the basis of public attitudes or positions (both those in favour and against, as well as those who are not sure)

– Ascertain the terms or concepts which might gain the most public support (e.g. Basque State vs. Basque Republic, Basque vs. Basque-Navarrese etc)

– Measure the extent to which territorial sovereignty contributes to the sovereignty of the region as a whole

– Characterise social/demographic origin of the aforementioned attitudes and opinions.

Groundbreaking

Naziometroa is the only barometer of its kind, as it aims to measure and analyse solely the opinions of the Basque people on sovereignty and related issues.

On a national scale

Naziometroa is a national barometer, encompassing all Basque territories and administrative regions. Together with measurement at national and country-level, it will also serve to measure sovereignty by region.

Regular and ongoing

To date, surveys and research on the desire for sovereignty have been sporadic. Naziometroa seeks to address the matter with a level of frequency which ensures an understanding of trends in public opinion over time.

Scientific Committee

A Scientific Committee has been established within Naziometroa to analyse the results of the surveys and ensure their academic rigour. Aztiker, a sociological research centre, will carry out the fieldwork.

Graduate in Sociology (UNED). Head of research and innovation at Aztiker. Together with the Ipar Hegoa Foundation, he took part in the study, “Perceptions of and attitudes to the Basque State.” Member of the Governing Council of Eusko Ikaskuntza.

(b. Leioa, 1980), University of the Basque Country (UPV/EHU).
Graduate in Sociology (University of Deusto); Doctor of Urban Management and Valuation from the Polytechnic University of Catalonia; currently lectures in the department of sociology and social work at UPV/EHU. Researcher at Ikuspegi, the Basque immigration observatory. Together with the Ipar Hegoa Foundation, he took part in research into “Perceptions of and attitudes to the Basque State.” Member of the Parte Hartuz research group at UPV/EHU.

Graduate in Sociology (University of Deusto). Lecturer in the faculty of Humanities and Education at Mondragon University (MU). Member of the LANKI Cooperative Research Centre. Member of the management team of the TM eLab Laboratory of Ideas.

(b. Biarritz, 1988), University of the Basque Country, (UPV/EHU).
Graduate in Sociology, University of the Basque Country (UPV/EHU). Doctor of Social Psychology. Currently a lecturer in the department of Social Psychology and Behavioural Science Methodology at UPV/EHU, in the area of Social Psychology and Work, and Institutional Psychology.

Carlos Vilches Plaza

Carlos Vilches Plaza

(b. Pamplona, 1955), Public University of Navarre (UPNA).
Graduate in Politics and Sociology from the Complutense University of Madrid. A doctor of Sociology, he works as a lecturer and researcher in the Department of Sociology and Social Work at UPNA. Member of the Social Methodology and Research research group. Dean of the Navarre College of Sociology and Political Science from 2012 to 2016.

Julen Zabalo Bilbao

Julen Zabalo Bilbao

(b. Basauri, 1957), University of the Basque Country, (UPV/EHU).
Doctor of Political Geography (UPV/EHU). Lecturer in the Department of Sociology and Social Work, head of the master program “ Subiranotasuna Europako Herrietan ” and coordinator of the Parte Hartuz research group at UPV/EHU. He led research into ” Perceptions of and attitudes to the Basque State” in collaboration with the Ipar Hegoa Foundation.

Naziometroa is the outcome of an academic collaboration agreement signed by the Olaso Dorrea foundation and the University of the Basque Country (UPV/EHU), and implemented by the Telesforo Monzon eLab (TM eLab) Laboratory of Ideas and the Parte Hartuz research group at UPV/EHU.

Parte hartuz (EHU/UPV)

The Parte Hartuz research group was set up in 2002 to conduct research and training in the field of Social Sciences. It is currently comprised of more than 40 lecturers and researchers from different departments of the University of the Basque Country (UPV/EHU). The experts assigned to this project are: Julen Zabalo, Arkaitz Fullaondo, Ane Larrinaga, Mila Amurrio, Iker Iraola, Onintza Odriozola, Asier Blas, and Jon Azkune.
